Prof. Dr. Zhu Min
Vice Chairman, China Centre for International Economic Exchanges
Zhu Min is Vice Chairman of China Centre for International Economic Exchanges, and Envoy of Sino-UK Professional and Financial Service for the Belt and Road Initiative. He services as a member of the "14th Five-Year Plan" Expert Committee, a member of the Foreign Policy Advisory Committee of the Ministry of Foreign Affairs, and a member of the Expert Advisory Committee of the State Internet Information Office. He is also a Board Trustee member for World Economic Forum, and for Peterson Institute for International Economics. He previously served as the Chairman of the National Institute of Financial Research at Tsinghua University (2017-2022), a Deputy Managing Director at the IMF (2011-2016) and as a Deputy Governor of the People’s Bank of China, and as an Executive Vice president of Bank of China. He also worked at the World Bank and taught economics at both Johns Hopkins University and Fudan University.
Zhu Min received his Ph.D and M.A. in economics from Johns Hopkins University, a M.P.A. from the Woodrow Wilson School of Public International Affairs at Princeton University, a BA in Economics from Fudan University.
Prof. Dr. Jochen Kluve
Director of Evaluation, KfW and Prof. of Economics, Humboldt University Berlin
Jochen Kluve is Director of Evaluation at KfW Development Bank and Professor of Economics at the School of Business and Economics, Humboldt-Universität zu Berlin.
Previously, he was Head of the Berlin Office and Head of the Labor Markets unit of RWI, an economics think tank, and a postdoctoral fellow at the University of California, Berkeley.
He studied economics in Heidelberg, Dublin and Amsterdam. His research focuses on empirical labor and development economics, including, inter alia, counterfactual impact evaluations and meta analyses of labor market policies, educational programs and development finance interventions.
Prof. Kluve has advised and collaborated with, inter alia, the World Bank, the Inter-American Development Bank, the ILO, and the European Commission. His research has been published in World Development, the Economic Journal, Journal of the European Economic Association, and the Journal of Applied Econometrics, among others.
Mr. Chen Bin
Vice President, Export-Import Bank of China
Chen Bin serves as Vice President of the Export-Import Bank of China. Prior to that, he has served in various positions at the Bank including General Manager of the Risk Management Department, President of Guangdong Branch, Deputy General Manager of the Transport Financing Department and Deputy General Manager of the Concessional Loan Department.
He also took a temporary post as Standing Committee Member of the CPC Xiaogan Municipal Committee and Vice Mayor of Xiaogan City, Hubei Province.
Chen Bin received his master’s degree in finance from Renmin University of China and was a visiting scholar at the University of Illinois at Urbana-Champaign.
Prof. Dr. Stephan Klingebiel
Head of Research Programme „Inter- and transnational cooperation”, German Institute of Development and Sustainability (IDOS)
Prof. Dr. Stephan Klingebiel (Germany) is Head of the Research Programme „Inter- and transnational cooperation“ at the German Institute of Development and Sustainability (IDOS) (formerly: German Development Institute) in Bonn, Germany.
In addition, he is a Visting Professor at Ewha Womans University (Graduate School of International Studies), Seoul / Republic of Korea, an Honorary Distinguished Fellow at the Centre for Sustainability, O.P. Jindal Global University, India, a Senior Lecturer at the University of Bonn and a Visiting Professor at the University of Turin / Italy.
Stephan Klingebiel was Director of the UNDP Global Policy Centre in Seoul, Republic of Korea (2019 to 2021). He was Founding Director (2007 – 2011) of KfW Development Bank office in Kigali. From 2011 to 2019 he was a regular Visiting Professor at Stanford University and a senior lecturer at the University of Marburg from 2014 to 2023. Furthermore, he was a guest researcher at the Center on Democracy, Development, and the Rule of Law (CDDRL) at Stanford University (2014) and the College of Humanities and Development Studies at the China Agricultural University (CAU) in Beijing (2017).
Mr. Stephan Opitz
Member of the Management Committee, KfW Development Bank
Since 2011 Stephan Opitz is Member of the Management Committee of KfW Development Bank. He is responsible for the operative business in Asia and Europe. Before that, he worked in various areas within KfW Bankengruppe such as development finance, export and project finance as well as Product Development. He studied industrial engineering at the Technical University Berlin and macro economics at Paris Dauphine France, and completed postgraduate studies at the German Development Institute (Deutsches Institut für Entwicklungspolitik “DIE”).
Ms. Liu Xin (Moderator)
Senior Host, CGTN
Liu Xin is an award-winning journalist at CGTN, China’s international broadcaster, and host of the current affairs opinion show The Point with Liu Xin. In 2011, she set up CCTV’s Geneva Bureau, serving as bureau chief for nearly six years, covering major international events, such as the Iran nuclear talks and the political negotiations on Syria.
At the end of 2016, she moved back to Beijing to host The Point with Liu Xin, a brand new talk show.
In May 2019, she engaged in a live TV debate with FOX Business Channel former host Trish Regan, which made international headlines and went viral on social media, making her a household name in China and beyond.
As of March 2023, she has more than 2.9 million followers on international social media platforms, one of the highest among Chinese journalists.
Liu Xin and her team have won numerous awards, including the China Journalism Awards, the most prestigious journalism prize in China, multiple times. She was nominated for Best Current Affairs Presenter by the Asian TV Awards in 2018. She also has the title of China’s National March 8th Red-Banner Holder, the highest honor conferred to outstanding women in China by the All-China Women’s Federation.

Alexander Carius has given speeches and moderated events and discussions for a wide range of international organizations. He is a frequent moderator of high-level policy dialogues and facilitates domestic policy dialogues and international negotiations.
His clients include the European Union, United Nations organizations, global development partner and governments around the globe. He is fluent in German, English and Portuguese.
Alexander Carius is Partner and Chairman of the Advisory Board of adelphi, Germany’s top ranked think tank and policy consultancy on global affairs. He founded adelphi in 2001 and served as its managing director for twenty years. His research and advocacy is focussing on global governance, geopolitics, sustainability, climate risks, and the urban future.
As a policy strategist and facilitator of policy dialogues Alexander translates scientific insights into practical policy making. He is advising NGOs, government agencies, and international organisations on sustainable pathways for the future.
